The Online and Communications Council (OCC) adopted the following revised Terms of Reference in August 2005:

1.  To provide leadership to all areas of government, industry and the community at large in promoting and facilitating the provision, access, development, production and use of information and communication technologies (ICT). Priority areas for the Council currently include:

  • Electronic service delivery including e-security
  • E-government
  • Broadband access and use
  • Regional, rural and remote communications including Indigenous communications
  • Building ICT capability
  • Digital inclusion

2.  To provide a forum for Australian, state and territory government ministers and local government to consider and reach agreement on national strategic approaches to information and communication services.

3.  To actively liaise with other Ministerial Councils and other bodies on matters relevant to the activities of the Council.

The OCC will consider recommendations made by governments, make decisions, agree on principles and issue communiqués on matters within its Terms of Reference. It may consider issues referred by other groups and advisory bodies and in turn, the OCC may wish to refer issues to these groups or any other relevant working parties.
